Biomedical research has a strong impact on a country’s scientific-technological and socioeconomic development. It can make a significant contribution at three different levels: promotion of public health; the exchange of knowledge within the scientific community; and economic/ financial profitability. Africa only attracts ~3.3% of the world’s clinical research. This small proportion is due to, among several factors, the absence of two fundamental aspects: specific robust legislation and capacity for regulatory and ethical evaluation. There are five Portuguese- speaking African countries – (...) Angola, Cabo Verde, Guinea-Bissau, Mozambique and São Tomé and Príncipe. Despite presenting different degrees of clinical research development, these countries show a common serious insufficiency in the minimum conditions necessary for hosting, collaborating or leading biomedical research projects. These countries are also excluded from the support of international organisations for capacity building because of the language barrier. The Biomedical Ethics and Regulatory Capacity Building Partnership for Portuguese-Speaking African Countries project has developed methods to build capacity and partnership through research on national law, comparisons with international standards and by issuing recommendations at a national level. Through collaborative intensive training, trainees are taught to become educators at a national level. This, in turn, creates a sustainable impact at country level. BERC-Luso is a pioneering project, owing to a combination of innovative features. The partnership project: was developed exclusively in Portuguese; involves a large number of African countries, and national and international institutions; has been further enhanced by the diversity and complementarity of its action plans; and has also benefited from a broad participatory methodology based on resolution of recipients’ problems by the recipients themselves. Russell claims that ordinary proper names are eccentric, i.e. that the semantic referent of a name is determined by the descriptive condition that the individual utterer of the name associates with the name. This is deeply puzzling, for the evidence that names are subject to interpersonal coordination seems irrefutable. One way of making sense of Russell’s view would be to claim that he has been systematically misinterpreted and did not, in fact, offer a semantic theory at all. Such a view (...) is put forward in Sainsbury Departing from Frege, Routledge, London, 2002). Sainsbury claims that Russellian descriptivism is not the theory that the thought in the mind of the speaker determines the semantic reference of a name, but simply a theory about the thought in the mind of the speaker using a name. I argue that the truth is subtly different, and points the way towards an intuitive explanation of Russell’s eccentricity. (shrink)

This essay places Foucault's work into a philosophical context, recognizing that Foucault is difficult to place and demonstrates that Foucault remains in the Kantian tradition of philosophy, even if he sits at the margins of that tradition. For Kant, the forms of intuition—space and time—are the a priori conditions of the possibility of human experience and knowledge. For Foucault, the a priori conditions are political space and historical time. Foucault sees political space as central to understanding both the subject and (...) objects of medicine, psychiatry, and the social sciences. Through this analysis one can see that medicine's metaphysics is a metaphysics of efficient causation, where medicine's objects are subjected to mechanisms of efficient control. (shrink)

I argue that Kant’s mature political philosophy entails the provisionality thesis. The provisionality thesis asserts that in a world like ours, populated with beings sufficiently like us, acquired rights (rights to external objects of choice, including property, sovereignty and territory) are necessarily provisional. I motivate the standard view, which restricts the notion of provisional right to the state of nature and the transition from the state of nature to the civil condition. I then provide two textual arguments against it. The classical wave-particle problem is resolved in accord with Newton's concept of the particle nature of light by associating particle density and flux with the classical wave energy density and flux. Point particles flowing along discrete trajectories yield interference and diffraction patterns, as illustrated by Young's double pinhole interference. Bound particle motion is prescribed by standing waves. Particle motion as a function of time is presented for the case of a “particle in a box.” Initial conditions uniquely determine the subsequent (...) motion. In earlier work we have described how computer algebra may be used to derive composite rate laws for complete systems of equations, using the mathematical technique of Gröbner Bases (Bennett, Davenport and Sauro, 1988). Such composite rate laws may then be fitted to experimental data to yield estimates of kinetic parameters.Recently we have been investigating the practical application of this methodology to the estimation of kinetic parameters for the closed two enzyme system of aspartate aminotransferase (AAT) and malate dehydrogenase (MDH) (...) The Michelson-Morley result is described empirically by generalized Doppler equations. If the phase of a light wave is not invariant, in agreement with the quantum nature of light, special-relativistic kinematics need not be assumed. Einstein particle dynamics and Maxwell-Lorentz electrodynamics in a moving system are derived without assuming special-relativistic kinematics. An alternative explanation for the decay rate of moving radioactive particles is presented. The observation of a third-order Doppler effect may yield the velocity of the closed laboratory.

Voigt's 1887 explanation of the Michelson-Morley result as a Doppler effect using absolute space-time is examined. It is shown that Doppler effects involve two wave velocities: (1) the phase velocity, which is used to account for the Michelson-Morley null result, and (2) the velocity of energy propagation, which, being fixed relative to absolute space, may be used to explain the results of Roemer, Bradley, Sagnac, Marinov, and the 2.7° K anisotropy.

Uncoupling the mirrors in Marinov's (1) coupled-mirrors experiment allows them to be separated as far apart as desired, and orders of magnitude improvement in accuracy can be obtained for the determination of the absolute velocity of the closed laboratory.

The achievements of the textile industry in Roman Britain are often underestimated as a result of the meagreness of our available evidence. The Edict on maximum prices issued by Diocletian in A.D. 301 shows that British capes commanded high prices on the markets of the Empire, and that in the late third century A.D. In August of 1971, President Nixon announced that the United States was “closing the gold window,” bringing an end to the postwar system of international exchange rate stability and precipitating a period of significant uncertainty and transformation in global institutions. Although this critical historical episode is important for an understanding of historical “neoliberalism” and institutional change, modern sociological perspectives have scarcely been applied to it. The present analysis uses archival data to show that closing the gold window was never the (...) goal or preferred strategy of the Nixon administration, which had spent years preparing much more modest reforms. Nevertheless, US policymakers took this unilateral action as a contingency plan to achieve a short-term goal, knowing that it would dramatically change the functioning of the international economy. Surprisingly, the autonomous structure of the IMF did not channel US initiatives toward gradual evolution but rather helped determine a radical change in strategy. (shrink)

Hagiographical studies have seen significant advances in Franciscan scholarship over the last half a century with new critical editions of central texts being prepared. The fruits of this research have been made available in English translations, from the Omnibus of the Sources for the Life of St Francis to the publication of Francis of Assisi: Early Documents in three volumes with an excellent index at the turn of the new millennium. The examination of the life of Francis of Assisi is (...) now gravitating towards liturgical texts in order to gauge the image of the saint projected during the sacred liturgy in the Mass and the Divine Office. The aim of this paper is to investigate the variety of symmetric closure algebras, that is, closure algebras endowed with a De Morgan operator. Some general properties are derived. Particularly, the lattice of subvarieties of the subvariety of monadic symmetric algebras is described and an equational basis for each subvariety is given.

Everyone is familiar with the measure of beauty that has been proposed by Birkhoff, the famous formula M = O/C. Although I show that the formula in its original form cannot be maintained, I present a reinterpretation that adapts the formula for measuring the beauty of mathematical proofs. However, this type of measure is not the only aesthetic element in mathematics. There exists a 'romantic' side as well, to use the term introduced by François Le Lionnais. Thus, a more complex (...) proposal of mathematical beauty is presented. Finally and as a consequence, I argue against the dichotomy that associates science, including mathematics, with the beauty of simplicity and that associates the arts with the beauty of complexity.
